The licensing renewal fee was set at $100,000, and the tax rate was 10% on the total revenue for all providers. The Senate and House passed the bill in February, and the matching House bill passed soon after titled H 4396.
The passage of S 415 and H 4396 etched WV into the record books because they were the first state to pass a sports betting bill in 2018. At this time, professional sports leagues saw the writing on the wall.
Sports leagues initially opposed sports betting, but they decided to conform with a list of demands because it was apparent that it would be legalized in the United States. The primary demand was that the states pay the leagues an integrity fee of 1% on the total handle.
