Like many states, North Carolina has decided to legalize sports betting after a sports betting bill, house bill 154 that allows for sports betting, and horse race wagering in the state. However, it has taken time to get everything going in North Carolina as they are not offering the use of online sportsbooks or mobile sports betting. North Carolina has legalized in-person sports betting at two major casinos in the area. Retail sports betting locations have continued to work on licensing and regulations and the hope is to have in-person wagering taking place sometime in 2021.

West Virginia is a state that is ahead of both Rhode Island and North Carolina as they have legalized sports betting in multiple capacities during 2020.
